Imagine this: You ask the smart AI assistant you use every day, “Please organize the materials I need for today’s work,” but it suddenly replies, “I am sorry. This service is not available in your current location.” This frustrating situation, like traveling abroad only to find your usual apps are blocked, is fueling concerns that it may become a daily reality due to technological hegemony battles between nations.
Recently, Austria made a bold proposal to the European Union (EU) in response to this trend: to host the European headquarters of Anthropic, a world-leading AI company, in Vienna. Why on earth would Austria make such a radical proposal?
Why is this important?

Simply put, the current situation is similar to a dispute over a “cutting-edge cooking recipe.” The US is trying to lock the doors of the restaurant, claiming they will keep the recipe for this delicious dish only to themselves.
Austria wants to invite the “best chef,” Anthropic, to Europe and make them cook in our own backyard. If Anthropic sets up its European headquarters in Vienna, Europeans will be able to utilize this cutting-edge recipe to cook (develop and utilize AI technology) to their heart’s content without worrying about other countries.
To achieve this, Austria has unveiled a massive support package worth 1.5 billion euros (approximately 1.62 billion dollars) to make Vienna an “AI holy land.” This includes benefits for using green energy, tax breaks, and systems to help core personnel receive visas quickly (Source 6).
Current situation: Cooperation has already begun
In fact, Europe and Anthropic have already been working in harmony to some extent. Anthropic has already opened doors for the European Union’s cybersecurity agencies to use ‘Mythos,’ its powerful AI hacking defense and testing tool (Source 10). This can be interpreted as a sign that Anthropic also views cooperation with the European market positively.
However, realistically, given the hardline policy stance of the US government, this campaign does not appear easy to succeed overnight. Nevertheless, Austria is not giving up, continuing to lobby strongly by arguing that the European Union as a whole must address this issue (Source 7, Source 8).
